Who controls a bank's ability to create money?
Required reserves are to give the Federal Reserve control over the amount of lending or deposits that banks can create. In other words, required reserves help the Fed control credit and money creation. Banks cannot loan beyond their excess reserves.
The Federal Reserve System manages the money supply in three ways: Reserve ratios. Banks are required to maintain a certain proportion of their deposits as a "reserve" against potential withdrawals. By varying this amount, called the reserve ratio, the Fed controls the quantity of money in circulation.
In most modern economies, money is created by both central banks and commercial banks. Money issued by central banks is termed reserve deposits and is only available for use by central bank account holders, which are generally large commercial banks and foreign central banks.
Banks create money when they lend the rest of the money depositors give them. This money can be used to purchase goods and services and can find its way back into the banking system as a deposit in another bank, which then can lend a fraction of it.

Banks themselves can contract the money supply by increasing their own reserves to guard against loan losses or to meet sudden cash demands. A sharp increase in bank reserves, for any reason, can create a "credit crunch" by reducing the amount of money a bank has to lend.

A world without money will require an extremely ideal approach as when people are stripped of the incentives of activity, they choose to not participate in the activity. If workers receive no rewards, they will not work. But this will not eradicate any of the human needs crucial to the survival of humanity.
So, how does the Federal Reserve “create” money? In simple terms, the Fed creates dollars by exchanging cash for bonds. Treasuries and other types of fixed income instruments are held on the Federal Reserve balance sheet, and cash is placed on the balance sheet of major banks.
What limits the desire of banks to create money?
Competition for loans and deposits, and the desire to make a profit, therefore limit money creation by banks. Banks also need to manage the risks associated with making new loans.
At the state level, each state has an agency or agencies that are charged with supervising and regulating state-chartered banks and thrifts. For example, in California, financial institutions are regulated by: Department of Financial Institutions.

Who does the U.S. owe money to?
The public includes foreign investors and foreign governments. These two groups account for 30 percent of the debt. Individual investors and banks represent 15 percent of the debt. The Federal Reserve is holding 12 percent of the treasuries issued.
As of January 2023, foreign countries own $7.4 trillion in Treasurys — or roughly 24% of total US debt. Over the past two decades, central banks and other government entities have owned 50-75% of foreign-owned debt. Independent investors and companies held the rest.
The Federal Reserve, as America's central bank, is responsible for controlling the supply of U.S. dollars. The Fed creates money by purchasing securities on the open market and adding the corresponding funds to the bank reserves of commercial banks.
